mil., logist. One should distinguish the humanitarian relief proper from the specific missions that may be assigned to the armes forces in this field. "Humanitarian relief" means the actions undertaken in support of civilian populations, victims of conflicts or disasters, whether natural or technological. These actions mainly aim at providing them with food aid or assistance in the fields of health and vital infrastructures. They are normally conducted by specialized agencies falling under the UN, the Red Cross or nongovernment organizations NGOs. The intervention, generally of short duration, takes place in collaboration with the local authorities in charge or, if the case arises, replacing them. The military personnel intervene only to supplement the action of the specialized agencies which they only replace in very exceptional cases. (FRA)
