mil., logist.
A clear and concise statement of the line of action chosen by a commander in order to accomplish his mission. 2. The principal idea governing the method used by a force grouping to perform its assigned mission. The concept of operations defines the area in which the main effort will be concentrated, i.e. the direction of the main and other attacks. It lays down the means used to destroy the enemy, specifying which force groupings will be attacked, where, when, how and in what order, as well as the fire plan and the deception procedures. The concept of operations also indicates how friendly forces will be grouped and their operational or tactical combat deployment.
