delaying operation At the operation al level of war, complex form of defensive combat, whereby one accepts to lose ground in order, either to delay the enemy, thus gaining time, or to place the enemy in a situation or on a terrain more likely to permit his destruction. 2. (NATO) An operation in which a force under pressure trades space for time by slowing down the enemy's momentum and inflicting maximum damage on the enemy.
