You've not given much context for 'local authorities', but it usually (though not always) refers to either local government, or local official bodies. Is that what it means here? 'Clauses' is usually a legal term. Is this a legal document? If not, you need to ask the original author, or whoever translated it into English, what exactly they mean. |
