headcount Budget: number of people planned every year according to the personnel charges mentioned in a special chapter of the budget. 2. Theoretical: number of people mentioned in the units table of organization and equipment. 3. Actual: number of people assigned to a formation.
headcount management All the operations by which the headcount is kept or brought back to its theoretical level. It can take three forms: 1. relief: its goal is to replace the exact number of personnel leaving a unit for administrative reasons. It can be individual or collective; 2. regeneration: its goal is to complete the exact number of soldiers either lost by a unit in combat, or put out of action (wounded or sick personnel) with the exception of administrative losses. 3. replacement: its goal is to substitute units put out of action or rendered combat ineffective because of massive losses, with units capable without notice of assuming the mission.
