На мой взгляд, submit to [кому] [что] звучит немного странно. Если выкидываются "of directors", 'submit to the Board proposals' звучит немного двусмысленно.

я согласна с ОксанаС., в данном предложении лучше употребить "shall submit to the Board proposals to create", так как в юр переводе в английском варианте они любят глаголы, а у нас при переводе чаще употребляются существительные, поэтому "on the creation" лучше заменить на "to create".

слово "утверждение" я бы в принципе опустила - они и так либо утвердят, либо нет.

PS. activiTY-деятельность, а activiTIES - это уже ВИДЫ деятельности.

Кстати, нашел фразу (касательно submit to...) - очевидно, особенности "юридического" языка:
